Question (1) :

May Allah’s goodness be upon you, as it is known to you that Singapore is a Kafir country.
So the questioner asked :

If the Kafir country allows you to
1. Pray 5 times a day
2. To pay your zakat
3. To pray the two eids
4. Allows the women to wear their hijab

but also taking note that in Singapore
1. The girls are not allowed to wear the hijab in schools
2. The Azaan ( call to prayer ) is not heard outside the masjid ( mosque )
3. Widespread of free-mixings
4. Widespread of fornications and corruptions

So does these things ( which had been mentioned ) make Hijrah compulsory upon a muslim?

Ans :

The Hijrah my brothers, it maybe from a Kafir country to a Muslim country and this is the foundation of Hijrah and also it maybe from a Muslim country where sins and disobedience to Allah is widespread to a Muslim country where the situations are better than it.

So if the situations are as you described it ( in the question ), like how the Azaan is not heard outside the masjids, it is know that the prophet ﷺ if he enters a town, he ﷺ will wait for the Azan, if he ﷺ doesn’t hear it, then he ﷺ  will fight/invade the town. So the Azaan is from the greatest signs of Islam for a Muslim country. Also ( in the question ) there is a fight against the Hijab for the school girls..
So a muslim and more specifically the people of Sunnah and even more specific than that, the student of knowledge, must attempt to move to an another country if he is able to do so.

As it is known, from the Fataawa ( religious verdicts ) of the scholars that this returns back to the capability of that person. These days, every country goes by the law of visa etc. It is not possible for a person to just board a plane and fly off to an another country. So the person must look a his capability.

The matter is not that easy, that you simply go to an another country. Maybe a person is been tied down by his family or his parents and such. Because of these things ( that tied him down ) , he is not capable to make a Hijrah.

So the main point from this is that, a muslim must try his best to be in a country which shows the signs of Islam, and to protect himself and his family with the likes of the Hijab and studying in a place where there is no free-mixing.

Question ( 2 ) :

May Allah’s goodness be upon you.

In Singapore, if a guy turned 18 years old , it is compulsory for him to enter the army and this means that ; he must shave off his beard and him missing out some prayers out of it’s time.

So the questioner asked :
What is your advice in this matter ? And is it allowed for him to combine between the prayers which he had missed ?

Ans :

As for my advice, bring this question back to the Scholars and by Allah’s will, you will get the answer from them.
